Explanation (?):

The Macromedia licensing service provides license management for Macromedia products. This service was originally implemented in Dreamweaver MX 2004, but it is likely that other Macromedia products use it. The actual purpose of the service is to enumerate hardware devices for product activation. So, if it detects the hardware it was originally installed on has changed then it asks for you to resubmit your registration to Macromedia. If you disable this service then you may not be able to use Macromedia products that communicate with this service. However, if you use a corporate registration key then this service is not necessary and it can be disabled. Once this service has started it will not shut down once all Macromedia programs are closed.
